Major (Retired USAF) Robert John Billman, PhD, of Fayetteville, NC, passed away on Wednesday, April 12, 2023. 

Robert proudly served as a Photographic Intelligence Officer in the US Air Force from 1966 to 1986.  He held a Bachelor of Science in Business Administration from The Ohio State University, and a Master of Arts in Management from Central Michigan University.  He earned a PhD in Theology at St. Luke Evangelical Ministries. 

Robert was born on December 16, 1944, in Warner Robins, GA to the late John and Dorothy Billman. 

He is survived by his wife, Nancy Billman; his children, Elizabeth Ratliff (Jon) and Christian Billman (Leyla); grandchildren Payne Ratliff, Emily Ratliff, Samantha Billman, and Waverly Billman; his sister Anita Louise Boling (David), as well as numerous cousins, nieces, and nephews. 

Major Billman’s military decorations include:  the Meritorious Service Medal with Oak Leaf Cluster, the Joint Service Commendation Medal, the Air Force Commendation Medal with Oak Leaf Cluster, the Republic of Vietnam Campaign and Service Medals and the Cross of Gallantry. 

After his retirement, he taught and performed other services with Cumberland County Schools, particularly Cape Fear High School.  Robert was a dedicated volunteer with Habitat for Humanity as well as the Stephen Ministry at First Presbyterian. 

The family will receive visitors in the parlor at First Presbyterian Church from 1:00 to 2:00pm on Monday, April 17.  A service of witness to the resurrection will follow in the Sanctuary at 2:00pm.  His burial will take place at Arlington National Cemetery. 

In lieu of flowers, memorial contributions may be made to Habitat for Humanity or First Presbyterian Church of Fayetteville, NC. 

Services are entrusted to Sullivan’s Highland Funeral Service & Crematory.
